Complete guide: Criminal Record Check for Thailand-Internal Use — Every Purpose, Every Royal Thai Police Database

Topic 01 · Original and controlled-copy handling

Each file is scored on four risk axes before intake: content complexity, urgency, destination-authority complexity, and terminology risk — so the right team and timeline can be assigned. We are deliberate about which embassies we hold standing slots with. The thirty-five missions we cover account for over 92% of Thai outbound document traffic; for the remaining missions we work case-by-case and quote realistic timelines rather than promising what we cannot deliver.

Topic 02 · Service coverage and document pickup options

Every completed file ships with one controlled digital copy and one paper copy held in a fireproof safe for a minimum 7 years. If the case holder loses originals abroad, we courier a Authenticated True Copy within 24 hours — no need to restart the workflow. Service-level agreements are written, not verbal. Our standard SLA covers acknowledgement within two working hours, quote within one business day, intake within two enterprise days of approval, and delivery within the published turnaround. Missed SLAs trigger automatic 10% credit; we have paid out four times in the last twenty-four months.

Topic 03 · Destination Matrix: per-country document requirement analysis

Each destination has its own quirks: the US wants state-level Certification, the UK uses FCDO Consular endorsement, Australia accepts NAATI without Document attestation, China requires diplomatic mission authentication, Japan often demands consular post-aligned translated copy. Foreign service users should know we operate fully in English; every customer-facing email, invoice, status update, and certificate carries an English version, and our case advisors handle WhatsApp, LINE, WeChat, KakaoTalk, and email in the customer's preferred channel. We answer within two business hours during Bangkok working time.

Topic 04 · Choosing the right certification for your destination

We run a pre-flight check before any MFA or diplomatic mission submission to catch the small errors that cause rejection — tear marks, ink bleed, wrong dates, missing signatures. Common destination-specific traps: USCIS rejects language conversions that do not include a translator's certification statement; UKVI rejects scans without a wet signature; German missions reject any document where the translator's seal is not in red; Australian DHA rejects NAATI files older than three months. We pre-empt all of these.

Topic 05 · Document risk assessment criteria

Every original enters our chain-of-custody system from intake to return, with barcode tracking. Controlled copies carry watermarks and serial numbers to prevent misuse. Beyond the document itself we provide context: which authority will receive it, what they will check, what they have rejected in the last ninety days, and what the recovery path looks like if anything goes wrong. That context is included in every engagement, not sold separately, because we believe informed applicants make better filings.

Topic 06 · Lawyer-certified true copies

Our team includes Notarial Services Attorneys registered with the Lawyers Council, Ministry of Justice–listed translators, NAATI Authenticated translators, and dedicated consular post liaison officers. For complex chains — official rendering + lawyer certification + MFA + destination consulate + courier — we prefer one engagement, one project manager, one invoice. Splitting the chain across vendors saves nothing and routinely causes typo cascades when a translator's spelling does not match the embassy's name on file.

Topic 07 · Payment and tax invoice

Common mistakes: English name spelling mismatch with the passport, unclear scans, missing supporting documents, and choosing the wrong certification type. We check all of these before accepting a job. If your matter touches a Thai court, immigration tribunal, or arbitration panel, the language rendering must come from a Ministry of Justice–listed translator and be signed by a licensed Thai attorney. We cover both ends in-house, which avoids the most common rejection cause: a translator's name not appearing on the MoJ register the court checks.

Topic 08 · Probate and inheritance documents across multiple jurisdictions

Overseas marriage requires a Certificate of No Marriage (CNM) issued by the district office + MFA + officially recognized language conversion + destination consular post attestation — full chain delivered in 5-7 business days with consular post coordination included. Foreign case holders regularly ask whether they need a Thai national co-signer for any of these workflows. The answer is almost always no — Thai law generally allows foreign principals to act through Thai-licensed counsel via Power of Attorney, and we issue the POA template that satisfies every authority we work with.

Topic 09 · Sample cases and lessons learned

Consulate authentication is the last link in the chain. We hold standing slots at 35 major Bangkok embassies, cutting the 5–10 day queue down to 2–3 business days. Sample QA failures we catch before submission: passport name spelt with diacritics the destination cannot ingest, Thai title 'Mr' translated as 'นาย' instead of 'นาย' (different code points), MFA stamp missing the ink reference number, diplomatic mission fee receipt photographed at an angle that obscures the date — all small, all fatal at the counter.

Topic 10 · Documents and information you need to prepare

Post-delivery we follow up: engaged parties confirm filing outcome within 30 days. If the destination requests more documents, we cover the additional work within the original quote and log learnings into our knowledge base. In practice this is the step where most rejections happen, so we run a paired QA — one attorney drafts, a second attorney verifies signature blocks, page numbering, and date formatting against the destination authority's most recent template. We log every QA pass with timestamp and reviewer ID so any future audit can be answered in minutes, not weeks.

Topic 11 · Common mistakes and how to avoid them

Typical cases: marriage to a foreign national, family reunification visas, cross-border asset transfer, foreign company registration in Thailand, USCIS/UKVI/Home Affairs filings, and academic credential certification for overseas employment. Our certified translation team works in language pairs, not single languages. A Korean–Thai matter is staffed by a Korean native who reads Thai source plus a Thai senior editor who reads Korean output, with a third-party Korean lawyer on call for legal terminology. That triple coverage eliminates the lost-in-official rendering cases that single-translator shops cannot detect.

Topic 12 · Single-status / never-married affidavits for overseas marriage

The intake team uses service-specific checklists refreshed quarterly against the latest destination-authority requirements, keeping rework rates below 0.5%. We are PDPA-registered and treat document handling as a privacy operation: every staff member signs an NDA on day one, originals live in a locked safe under camera, digital scans sit in AES-256 encrypted storage with role-based access, and all access events are logged. Service users may invoke Right-to-Erasure at any time and we comply within seven days.

Topic 13 · Education credentials for WES / IQAS / ICAS evaluation pipelines

Cross-border Power of Attorney must satisfy both Thai law and the destination jurisdiction's formality rules — we draft bilingual parallel text, verify destination requirements (Notary + Document attestation for EU, Consular Certification for China), and hand off to the applicant's overseas counsel. Corporate service users receive net-30 credit, monthly KPI reports, dedicated account managers, and a single ticketing portal where every active matter is visible to authorised staff. We integrate by API for applicants with their own document workflow tools, and we sign enterprise NDAs in the language of your choice.

Topic 14 · Standard turnaround vs rush service

Certification choice depends on destination: Hague countries accept Document attestation direct; non-Hague routes use MFA + diplomatic mission; in-Thailand use needs notarization + lawyer certification; Thai court use requires MoJ-listed translators. Our liability insurance covers professional indemnity up to Request a quoteillion per matter, and we are happy to share the policy schedule with corporate applicants who require it for their vendor onboarding. The cover is real, the underwriter is a tier-1 Thai insurer, and we have never needed to claim against it.

Topic 15 · Service fees and turnaround time

A White-Label option is available for law firms and visa consultancies who outsource document work. We deliver under your firm's letterhead with an enterprise NDA in place. Authentication chains can fail at any link. We design our workflow so each link is verified before the next one starts: translated copy is QA'd before lawyer certification, lawyer certification is QA'd before MFA submission, MFA stamp is photographed before diplomatic mission submission. A single corrupted link is caught and fixed without restarting the chain.

Topic 16 · Post-delivery follow-up

We coordinate directly with the Department of Consular Affairs (Chaeng Wattana), every diplomatic mission and consulate in Bangkok, the Ministry of Justice, Immigration Bureau, Social Security Office, and Ministry of Labour. Applicants do not travel themselves. On urgency: roughly 18% of our matters are filed under same-day rush. We accept rush jobs only when our scheduling shows we can guarantee the deadline; if we cannot, we say so up front rather than miss SLA. That discipline is why our published turnaround numbers match real-world experience.

Topic 17 · Workflow from intake to delivery

Two-column side-by-side translated copy format places source and official rendering in parallel on the same page — preferred by USCIS, Australian Federal Court, and UK Home Office because reviewers can cross-check line by line. If you are reading this guide because you were told 'just bring the documents and we'll figure it out', please call us first instead. The single most expensive mistake in this entire industry is starting work on the wrong certification path; a thirty-minute call costs nothing and routinely saves engaged parties five-figure sums in repeat fees.

Topic 18 · Parallel-copy preparation for multi-destination filings

Inter-country adoption under the Hague Adoption Convention demands a large dossier: Home Study, Background Check, Financial Statement, Medical Report — every piece notarised, MFA-stamped, and consular post-attested. We have working precedent with the US, Italy, Spain, and the Netherlands. Many destinations now require certificate authentication in addition to translated copy since Thailand joined the Hague Convention on 28 February 2027. We handle the entire post-Hague workflow, including the cases where an consulate still asks for the legacy MFA + embassy chain because their own implementation has not caught up.

Topic 19 · Citizenship application and renunciation document handling

Medical record certified translation for international insurance claims (Medical Report, Hospital Bill, Diagnosis Letter) requires terminology-specialised translators familiar with MeSH, ICD-10, and CPT codes — notarised and MFA-stamped on delivery. We publish our internal QA stats quarterly to applicants on retainer: pass rate at first submission, average turnaround, NPS, and the top three rejection causes we are working to eliminate. Transparency about failure modes is the only way to actually reduce them, and our retainer renewal rate over 96% suggests engaged parties agree.

Topic 20 · Pre-booked appointments at embassies and VFS/TLS/BLS centres

We staff by language pair: Chinese–Thai, Japanese–Thai, Korean–Thai, Arabic–Thai, and Romance languages, with a Senior Editor reviewing every file before delivery. We track every authority's published fee schedule and update our internal price book within twenty-four hours of any change. Engaged parties quoted before a change pay the older rate; engaged parties quoted after pay the new rate transparently. We never silently absorb fee changes into 'service fee' line items, and we never inflate them.

Key atomic facts — Teacher / School Staff Background Check (OBEC / Private / International)

Renewal of Thai Work Permits or Visa extensions must be filed at least 30 days before expiry; we send tiered reminders at 60, 30, and 15 days out. Payment channels include bank transfer, PromptPay, Visa/Mastercard/JCB, Stripe, Wise, and USD wire transfer; corporate service users receive net-30 credit on retainer. Our office sits within walking distance of the MFA Consular Affairs counter at Chaeng Wattana, eliminating courier transit time for rush submissions. Thailand's DTV (Destination Thailand Visa) is a 5-year multiple-entry visa launched in July 2024, granting 180-day stays per entry extendable by another 180 days. The LTR Visa (Long-Term Resident) is a 10-year multiple-entry visa for four eligibility tracks including Wealthy Pensioner, Wealthy Global Citizen, Work-from-Thailand Professional, and High-Skilled Professional. Service-Level Agreement: 2-hour acknowledgement, 1-business-day quote, 2-corporate-day intake, on-time delivery — with automatic 10% credit on missed SLA. Marriage to a foreign national in Thailand requires an Affidavit of Single Status from the foreign spouse's diplomatic mission, MFA-legalized official rendering, then registration at any district office. Police clearance certificates from the Royal Thai Police Criminal Records Division typically take 3–5 business days, with Consular endorsement adding 2 more commercial days for international use. Notarial Services Attorneys are licensed under the Lawyers Act B.E. 2528 and registered with the Lawyers Council of Thailand to certify signatures, copies, and affidavits for international use. Foreign service users can engage us entirely remotely via Power-of-Attorney: notarize in your country, Certificate authentication, courier to us, and we act on your behalf for the entire Thai-side chain. Coverage spans all 77 Thai provinces and the 50 districts of Greater Bangkok, with free document pickup within a 5 km radius of our Bangkok office. Tax invoices are issued in Thai and English with 7% VAT and 3% withholding-tax receipts available for corporate engaged partys, with same-month back-dating where allowed by law. Our published first-pass acceptance rate is 99.5%, measured across all destination authorities and refreshed quarterly from internal QA data. Language rendering pricing is flat per page with no first-page premium; the same per-page rate applies whether the document is one page or one hundred.

Additional frequently asked questions

Will a past case appear on the certificate?
The certificate reports exactly what the database holds. Any record still on file is stated factually and cannot be removed or hidden; applicants should prepare supporting explanations for the receiving authority.
Does the certificate need further legalisation?
For overseas use it usually needs an English translation, certification of that translation, certification by the Department of Consular Affairs, and then either an Apostille or destination-embassy legalisation.
Can someone else file on my behalf?
In many cases yes, using a power of attorney with identity documents for both parties — but the fingerprinting step must be performed by the applicant personally. Scope and requirements are confirmed case by case by phone, LINE or email.
Which authority issues the Thai police clearance certificate?
The Police Clearance Service Centre of the Special Branch Bureau, Royal Thai Police, issues it after checking the national fingerprint database maintained by the Royal Thai Police.
Can foreigners who lived in Thailand apply?
Yes, where there is an immigration record. Applicants submit their passport, evidence of stay in Thailand and a fingerprint card taken by an accepted police authority. Applicants abroad may file through a Royal Thai Embassy.
How long does processing take?
Processing depends on caseload and whether the file is complete; it is generally measured in weeks and can take longer if additional record checks are needed. Allow buffer time before a visa or employment deadline.

How this connects to the next step

A police clearance issued by the Royal Thai Police Criminal Records Division normally has to continue to the MFA for consular legalization and be accompanied by a certified translation the receiving authority accepts before it can be filed.

In depth: the real requirements and why documents get rejectedPolice Clearance Certificate

Written from the competent authority's published rules, not marketing copy.

The certificate is tied to the purpose declared in the application — visa, employment, or residence. Many receiving authorities compare the printed purpose against the matter actually filed.

Conditions you actually have to clear

  • For overseas use the certificate must then enter the certification chain — translation plus legalisation or Apostille, as the destination requires.
  • Fingerprints must be taken on the prescribed form; prints taken abroad must be on an accepted form and certified by an authorised officer.
  • Evidence of purpose is required, such as an employer's letter, an institutional offer, or the visa application itself.

Common causes of rejection

  • Filing without name-change evidence, leaving the search incomplete for earlier names.
  • Translating before the original certificate is issued, so the translation carries the wrong number and date.

If a visa filing date is fixed, count backwards from that date and include the certification steps that follow the record check, not only the checking time itself.

Competent authority: The destination country's embassy or consulate

Practitioner guidance

  • The standard order is translation → MFA legalisation → destination embassy endorsement; it cannot be reordered.
  • Check copy counts, forms and booking methods directly with the embassy, as these vary widely.
  • Some countries have no mission in Thailand and are covered from a neighbouring country — allow for document transit.
  • Commercial documents usually need Board of Trade certification before the embassy stage.
  • Keep copies at every stage; originals stay with the authorities while in process.

Pitfalls — why documents get rejected

  • Ignoring destination-country public holidays when planning.
  • Filing at the embassy before MFA legalisation.
  • Applying one embassy's requirements to another.
  • Commercial documents missing required chamber-of-commerce certification.
  • Preparing fewer copies than the embassy requires.

Status of the Apostille Convention for Thailand (verified 30 July 2026)

Thailand deposited its instrument of accession to the 1961 Hague Apostille Convention on 30 June 2026, and the Convention enters into force for Thailand on 28 February 2027. Until that date, Thai documents used abroad still require legalisation by the Department of Consular Affairs (Ministry of Foreign Affairs) followed by legalisation at the destination country's embassy.

Today (before 28 February 2027) Thai documents used abroad still follow the existing chain: certified translation → notarial attestation → legalisation by the Department of Consular Affairs (MFA) → legalisation at the destination country's embassy in Thailand.

Once the Convention enters into force for Thailand on 28 February 2027, Thai public documents sent to any of the 130 Contracting Parties will require only a single Apostille from the Department of Consular Affairs, with no further embassy legalisation.
