Complete guide: Apostille Thailand — MFA Department of Consular Affairs Apostille for 130 Hague Convention Contracting Parties (enters into force 28 February 2027)

Topic 01 · Comparison of client options

Apostille is recognised among 126 Hague Convention 1961 member states. For non-members (China, Saudi, Egypt, parts of UAE), the authentication chain is required: Notary → MFA Thailand → Destination Consular post — we operate both pipelines daily. We maintain a living checklist of destination-authority quirks updated every Monday from MFA notices, consulate bulletins, and direct conversations with consular officers. That checklist is what separates a 95%-pass shop from a 99.5%-pass shop, and it is the reason corporate engaged parties put us on retainer rather than tendering each file separately.

Topic 02 · Add-on services worth considering

We follow PDPA strictly. Originals are kept in a locked safe for ≥7 years. Digital files are AES-256 encrypted. Engaged parties may invoke Right to Erasure at any time. Every staff member signs an NDA. Corporate applicants receive net-30 credit, monthly KPI reports, dedicated account managers, and a single ticketing portal where every active matter is visible to authorised staff. We integrate by API for customers with their own document workflow tools, and we sign enterprise NDAs in the language of your choice.

Topic 03 · Embassy and consular re-legalization

Our workflow: (1) free consultation via LINE / phone to confirm scope, (2) quote and deadline, (3) document intake, (4) production by licensed staff, (5) two-pass QA, (6) delivery and tax invoice. Engaged parties track status 24/7 via reference number. On urgency: roughly 18% of our matters are filed under same-day rush. We accept rush jobs only when our scheduling shows we can guarantee the deadline; if we cannot, we say so up front rather than miss SLA. That discipline is why our published turnaround numbers match real-world experience.

Topic 04 · Scholarship and research grant documentation packages

When engaged parties need the same documents in multiple destination countries, we prepare parallel copy sets with Document attestation / MFA separately per country — 30-40% cheaper than running each one individually, and delivered in a single batch. Service-level agreements are written, not verbal. Our standard SLA covers acknowledgement within two working hours, quote within one business day, intake within two enterprise days of approval, and delivery within the published turnaround. Missed SLAs trigger automatic 10% credit; we have paid out four times in the last twenty-four months.

Topic 05 · Service fees and turnaround time

Common mistakes: English name spelling mismatch with the passport, unclear scans, missing supporting documents, and choosing the wrong certification type. We check all of these before accepting a job. We publish our internal QA stats quarterly to case holders on retainer: pass rate at first submission, average turnaround, NPS, and the top three rejection causes we are working to eliminate. Transparency about failure modes is the only way to actually reduce them, and our retainer renewal rate over 96% suggests applicants agree.

Topic 06 · Quality standards and accuracy guarantee

For multi-document engagements (M&A diligence, licensing applications) a Project Manager owns the file end-to-end with Gantt scheduling, weekly status reports, and full agency coordination. Authentication chains can fail at any link. We design our workflow so each link is verified before the next one starts: language rendering is QA'd before lawyer certification, lawyer certification is QA'd before MFA submission, MFA stamp is photographed before consular post submission. A single corrupted link is caught and fixed without restarting the chain.

Topic 07 · Name-match resolution via Affidavit of One and the Same Person

Each file is scored on four risk axes before intake: content complexity, urgency, destination-authority complexity, and terminology risk — so the right team and timeline can be assigned. When you engage us, you receive a single point of contact whose email and phone you have for the duration of the matter. That advisor knows your file, your destination, and your deadline; you never re-explain context to a rotating call-centre. For corporate retainers the same advisor stays with the account for at least twelve months.

Topic 08 · Medical record handling for international insurance claims

Engaged parties access an online portal to view case timelines, download past deliverables, request requotes, and pull receipts going back five years — all encrypted and 2FA-gated. We routinely handle files for case holders who never set foot in Thailand. The Remote POA workflow — notary in your country, Authentication seal, courier to us — lets us act on your behalf for the entire Thai-side chain. Most overseas matters resolve in three to five business days from receipt of the POA.

Topic 09 · Passport name-match verification

Payment: bank transfer, PromptPay, credit/debit cards (Visa/Master/JCB), Stripe, Wise, and USD wire for international case holders. Full Thai/English tax invoices, with 3% withholding for corporate customers. Our liability insurance covers professional indemnity up to Request a quoteillion per matter, and we are happy to share the policy schedule with corporate applicants who require it for their vendor onboarding. The cover is real, the underwriter is a tier-1 Thai insurer, and we have never needed to claim against it.

Topic 10 · International courier (DHL/FedEx) with full-value damage insurance

Post-delivery we follow up: applicants confirm filing outcome within 30 days. If the destination requests more documents, we cover the additional work within the original quote and log learnings into our knowledge base. Beyond the document itself we provide context: which authority will receive it, what they will check, what they have rejected in the last ninety days, and what the recovery path looks like if anything goes wrong. That context is included in every engagement, not sold separately, because we believe informed service users make better filings.

Topic 11 · Professional licence applications for overseas regulators

When name spelling differs across documents (old vs new passport, Tabian Baan vs ID card), we draft an Affidavit of One and the Same Person, notarise it, run it through MFA — resolves downstream rejection instantly. Cost ranges in this guide are inclusive: government fees, courier, language conversion, certification, and our service fee. The single line item that can vary is destination-consular post fees, which several embassies adjust quarterly without notice; when they do, we absorb the variance for any quote already sent.

Topic 12 · Lawyer-certified true copies

We give engaged parties a comparison matrix per case: Certificate authentication vs MFA + Diplomatic mission, generalist vs MoJ vs NAATI translator, DIY consular post vs full-service — with prices, timelines, and constraints side by side. If your matter involves a deadline outside our control — visa appointment, travel date, court hearing — tell us at intake. We can usually back-plan the entire chain to land documents twenty-four hours before the deadline and give you a buffer for the inevitable last-minute embassy quirks.

Topic 13 · Payment and tax invoice

Frequent add-ons: MFA consular endorsement, destination consular post authentication, NAATI language conversion for Australia, MoJ certified translation for Thai courts, Notary Public for overseas use, and visa filing when the full document set is required. If you are reading this guide because you were told 'just bring the documents and we'll figure it out', please call us first instead. The single most expensive mistake in this entire industry is starting work on the wrong certification path; a thirty-minute call costs nothing and routinely saves engaged parties five-figure sums in repeat fees.

Topic 14 · Probate and inheritance documents across multiple jurisdictions

Consular post authentication is the last link in the chain. We hold standing slots at 35 major Bangkok embassies, cutting the 5–10 day queue down to 2–3 business days. Many destinations now require consular endorsement in addition to translated copy since Thailand joined the Hague Convention on 28 February 2027. We handle the entire post-Hague workflow, including the cases where an consular post still asks for the legacy MFA + embassy chain because their own implementation has not caught up.

Topic 15 · Inter-country adoption documents under the Hague Adoption Convention

Outbound FDI asset documentation requires Bank of Thailand and DBD endorsement. We run the full chain alongside officially recognized certified translation and MFA authentication in a single engagement. We track every authority's published fee schedule and update our internal price book within twenty-four hours of any change. Customers quoted before a change pay the older rate; service users quoted after pay the new rate transparently. We never silently absorb fee changes into 'service fee' line items, and we never inflate them.

Topic 16 · Documents and information you need to prepare

Each destination has its own quirks: the US wants state-level Consular endorsement, the UK uses FCDO Apostille, Australia accepts NAATI without Document attestation, China requires diplomatic mission authentication, Japan often demands consular post-aligned translated copy. Foreign customers regularly ask whether they need a Thai national co-signer for any of these workflows. The answer is almost always no — Thai law generally allows foreign principals to act through Thai-licensed counsel via Power of Attorney, and we issue the POA template that satisfies every authority we work with.

Topic 17 · Single-status / never-married affidavits for overseas marriage

Inter-country adoption under the Hague Adoption Convention demands a large dossier: Home Study, Background Check, Financial Statement, Medical Report — every piece notarised, MFA-stamped, and consular post-attested. We have working precedent with the US, Italy, Spain, and the Netherlands. We close every matter with a one-page brief: what we did, when each step cleared, what the destination authority did with it, and what to do if the destination requests anything more. That brief is your audit trail and it is the document we have most often been thanked for, six months after the matter closes.

Topic 18 · Standard turnaround vs rush service

Cross-border corporate filings (Certificate of Incorporation, Board Resolution, Power of Attorney) move through the full stack: Lawyer → DBD → MFA Authentication seal / Consular endorsement → Destination Consular post — full chain delivered in 7-10 business days. For complex chains — certified translation + lawyer certification + MFA + destination consular post + courier — we prefer one engagement, one project manager, one invoice. Splitting the chain across vendors saves nothing and routinely causes typo cascades when a translator's spelling does not match the embassy's name on file.

Topic 19 · Country-specific notes

Digital Nomad Visas (Portugal, Spain, Italy, Estonia) and Remote Work Visas (Dubai, Barbados, Bermuda) require Proof of Income, Health Insurance, Background Check, and Education Certificate — all Certificationd. We deliver the full stack. We do not white-label other firms' work nor outsource to freelancers. Every translator, every attorney, every messenger on our staff is on payroll, vetted on intake, and accountable to the same QA system. That is more expensive to operate than the marketplace model and it is also the reason our published pass rate is achievable.

Topic 20 · Workflow from intake to delivery

Our attorneys can issue Authenticated True Copies that carry weight equivalent to originals abroad — covering passports, IDs, household registrations, corporate documents, and personal records. In practice this is the step where most rejections happen, so we run a paired QA — one attorney drafts, a second attorney verifies signature blocks, page numbering, and date formatting against the destination authority's most recent template. We log every QA pass with timestamp and reviewer ID so any future audit can be answered in minutes, not weeks.

Additional frequently asked questions

Can foreigners who lived in Thailand apply?
Yes, where there is an immigration record. Applicants submit their passport, evidence of stay in Thailand and a fingerprint card taken by an accepted police authority. Applicants abroad may file through a Royal Thai Embassy.
How long does processing take?
Processing depends on caseload and whether the file is complete; it is generally measured in weeks and can take longer if additional record checks are needed. Allow buffer time before a visa or employment deadline.
How long is the certificate valid?
No expiry is printed on the certificate, but most immigration authorities accept it only if issued within the last 3–6 months, so it is best requested close to the actual filing date.
Where are fingerprints taken?
Inside Thailand at a police station or designated office; abroad at a local police authority or a Royal Thai Embassy or Consulate, with the fingerprint card submitted together with the application set.
Will a past case appear on the certificate?
The certificate reports exactly what the database holds. Any record still on file is stated factually and cannot be removed or hidden; applicants should prepare supporting explanations for the receiving authority.
Does the certificate need further legalisation?
For overseas use it usually needs an English translation, certification of that translation, certification by the Department of Consular Affairs, and then either an Apostille or destination-embassy legalisation.

How this connects to the next step

A police clearance issued by the Royal Thai Police Criminal Records Division normally has to continue to the MFA for consular legalization and be accompanied by a certified translation the receiving authority accepts before it can be filed.

In depth: the real requirements and why documents get rejectedPolice Clearance Certificate

Written from the competent authority's published rules, not marketing copy.

Applicants often expect the check to complete on submission. In practice, fingerprints must be taken to the prescribed standard and compared against the national database, so the processing time is controlled by the checking authority rather than by the applicant or any agent.

Conditions you actually have to clear

  • The name and passport number on the application must match the travel document that will actually be used; a passport replaced during processing must be reported.
  • Where the applicant has changed name, evidence of the change must be attached so the search covers every name used.
  • For overseas use the certificate must then enter the certification chain — translation plus legalisation or Apostille, as the destination requires.

Common causes of rejection

  • Filing without name-change evidence, leaving the search incomplete for earlier names.
  • Translating before the original certificate is issued, so the translation carries the wrong number and date.

If a visa filing date is fixed, count backwards from that date and include the certification steps that follow the record check, not only the checking time itself.

Status of the Apostille Convention for Thailand (verified 30 July 2026)

Thailand deposited its instrument of accession to the 1961 Hague Apostille Convention on 30 June 2026, and the Convention enters into force for Thailand on 28 February 2027. Until that date, Thai documents used abroad still require legalisation by the Department of Consular Affairs (Ministry of Foreign Affairs) followed by legalisation at the destination country's embassy.

Today (before 28 February 2027) Thai documents used abroad still follow the existing chain: certified translation → notarial attestation → legalisation by the Department of Consular Affairs (MFA) → legalisation at the destination country's embassy in Thailand.

Once the Convention enters into force for Thailand on 28 February 2027, Thai public documents sent to any of the 130 Contracting Parties will require only a single Apostille from the Department of Consular Affairs, with no further embassy legalisation.
