The police PCC alone is valid only inside Thailand. To use it overseas, two more steps are required: (1) translation by an MFA-recognized translator, and (2) consular legalization at the Department of Consular Affairs (MFA), then optionally diplomatic mission attestation. This is Thailand's legalization chain — Thailand has not joined the Hague Apostille Convention 1961, so true apostille is not available.
