Complete guide: MFA Consular Legalization

What legalization does Norway require?

Norway requires MFA legalization followed by attestation at the สถานทูตนอร์เวย์. Every document we ship carries the issuing authority's full stamp and signature, certified translation by an MFA-recognized translator, MFA consular legalization, and สถานทูตนอร์เวย์ attestation when required.

Norway use cases commonly requiring MFA legalization

Skilled Worker. These use cases require Thai public documents fully processed through the Legalization Chain. Our completed documents are ready to file immediately after all three layers of certification.

Apostille or Legalization Chain — what does Norway use?

Norway is a Hague Apostille Convention 1961 member, but Thailand is not — so Thai documents go through the Legalization Chain instead of receiving an Legalization. Our Authentication Chain takes slightly longer than Apostille but delivers equivalent legal effect. We get every step right the first time so documents aren't rejected at destination.

Workflow for clients in Norway

(1) Sign and have the PoA legalized at the Thai consular post in Norway. (2) Ship originals and copies to our Thailand team. (3) We obtain origin-agency certified copies, translate, MFA-legalize, and สถานทูตนอร์เวย์-attest. (4) DHL/FedEx ships back to Norway in 7–15 days — total 15–30 days from dispatch.

Resolving signature mismatches against the MFA database

MFA government fees are THB 200 per copy for standard (2-business-day return) and THB 400 per copy for express (1-enterprise-day return). Our bundled service fee covers document running, follow-up, translation, diplomatic mission submission, and DHL/FedEx shipping — starting at THB 1,500 for simple cases and THB 5,000–10,000 for multi-agency documents.

MFA consular legalization process step by step

A Notarial Services Attorney certifies signatures, identity, or copies as the first link inside Thailand. MFA Nitikorn certifies that the origin agency's stamp/signature (including the Notary's) is genuine. Diplomatic mission Legalization is the final step where the destination diplomatic mission authenticates the MFA seal. Documents become usable abroad only after all three layers are complete.

Original documents and copies you need to prepare

A fully MFA-legalized document carries the red Department of Consular Affairs seal, the Head of Legalization Section's signature, a reference number, an issue date, and explicit wording stating that only the origin agency's stamp and signature are certified. The reference number can be verified in real time on the MFA online verification system.

Government fees and our service charges

MFA accepts translations from registered translators or recognized official rendering companies — list at consular.mfa.go.th. Translations must match the source verbatim including reference numbers, dates, signatures, and stamps. Common languages: English, French, German, Chinese, Japanese, Korean, Arabic, Spanish, Italian, Portuguese.

Differences between Notary, MFA legalization, and embassy attestation

Book online at qlegal.consular.go.th. Chaeng Watthana hours: Mon–Fri 08:30–14:30 for filing (overall service window 09:00–16:00). Closed weekends and public holidays. Regional branches with legalization service: Chiang Mai, Khon Kaen, Songkhla, and Phuket.

What a fully legalized document looks like and key fields to verify

After MFA, the final step is filing at the destination consular post in Bangkok. Each consulate has its own turnaround, fees, and requirements — typically 3–10 business days. Some embassies (China, Germany, France) require advance online appointments. Our team books the slot and submits on your behalf when embassy rules permit.

Frequently asked questions (FAQ)

Do I still need embassy legalization after MFA?
Most destinations require it. A few accept MFA-only.
Can I use an Apostille instead?
Thailand isn't a Hague Convention member — Legalization Chain replaces Apostille.
Validity period?
Most legalized documents are accepted for 3–6 months — check the destination's rule.
Available outside Bangkok?
Yes — regional branches in Chiang Mai, Khon Kaen, Songkhla, and Phuket.
Can foreign nationals legalize Thai docs?
Yes — Thai documents created here can be MFA-legalized for use in the home country.
Which translators does MFA accept?
Registered translators on consular.mfa.go.th. Our team uses only listed translators.
Why the red seal?
It's the Department of Consular Affairs seal authenticating the origin agency's signature/stamp.
Does MFA legalize languages beyond Thai/English?
Yes — Chinese, Japanese, Korean, German, French, Arabic, Russian and more. Translations must be by MFA-recognized translators.

Additional frequently asked questions

What must be prepared?
Generally the original or an issuer-certified copy, an English translation, the applicant's ID or passport, and a power of attorney if someone else files. Scope and requirements are confirmed case by case by phone, LINE or email.
Where can applications be filed?
At the Department of Consular Affairs on Chaeng Watthana Road and at passport offices announced as offering legalisation services, plus postal submission under the published conditions.
Is an embassy step still required?
For Apostille Convention member states a single certificate suffices. For non-member states the legalised document must additionally be certified by that country's embassy in Thailand.
Who should prepare the translation?
The Department certifies translation accuracy by comparing it against the original, so the translation must reproduce everything — including seals, signatures and marginal notes — completely and faithfully.
Can privately issued documents be legalised?
Private documents such as powers of attorney or non-government company statements must first have their signatures attested by an authorised officer before they can enter the Department's legalisation process.
How long does it take?
Both standard and express counters operate under the Department's published regulations; actual timing depends on document type and current volume, so check the latest announcement before booking travel.

How this connects to the next step

The MFA certifies the signature of the issuing official, not the content, so private paperwork must first obtain notarial certification by a licensed Thai attorney; if the file is bound for use abroad, plan it together with the destination embassy's attestation so the document only travels once.

In depth: the real requirements and why documents get rejectedLegalisation by the Department of Consular Affairs

Written from the competent authority's published rules, not marketing copy.

Many applicants bring documents to the department before the source step is complete. The department can only certify signatures held on its specimen record, so a document that has not passed the competent officer has nothing to compare against.

Conditions you actually have to clear

  • Documents issued abroad must first be certified by that country's embassy in Thailand.
  • Personal names in the translation must match the passport.
  • Documents with corrections, erasures, or re-binding may be refused.

Common causes of rejection

  • Presenting a copy instead of the original, leaving no basis for comparison.
  • Planning travel without allowing for the steps that follow legalisation, such as destination embassy certification.

Completing the whole chain in one pass reduces the number of filing rounds, which is the real time cost in this kind of work.

Status of the Apostille Convention for Thailand (verified 30 July 2026)

Thailand deposited its instrument of accession to the 1961 Hague Apostille Convention on 30 June 2026, and the Convention enters into force for Thailand on 28 February 2027. Until that date, Thai documents used abroad still require legalisation by the Department of Consular Affairs (Ministry of Foreign Affairs) followed by legalisation at the destination country's embassy.

Today (before 28 February 2027) Thai documents used abroad still follow the existing chain: certified translation → notarial attestation → legalisation by the Department of Consular Affairs (MFA) → legalisation at the destination country's embassy in Thailand.

Once the Convention enters into force for Thailand on 28 February 2027, Thai public documents sent to any of the 130 Contracting Parties will require only a single Apostille from the Department of Consular Affairs, with no further embassy legalisation.
