ประเทศไทยยื่นภาคยานุวัติสารเข้าเป็นภาคีอนุสัญญากรุงเฮก ค.ศ. 1961 (Apostille) เมื่อวันที่ 30 มิถุนายน 2569 และอนุสัญญาจะมีผลบังคับใช้กับประเทศไทยในวันที่ 28 กุมภาพันธ์ 2570 ก่อนวันดังกล่าว เอกสารไทยที่จะใช้ในต่างประเทศยังต้องผ่านการรับรองนิติกรณ์ที่กรมการกงสุล กระทรวงการต่างประเทศ แล้วรับรองต่อที่สถานทูตของประเทศปลายทางตามขั้นตอนเดิม
ปัจจุบัน (ก่อนวันที่ 28 กุมภาพันธ์ 2570) เอกสารไทยที่จะใช้ในต่างประเทศยังต้องผ่านขั้นตอนเดิม คือ แปลรับรอง → รับรองลายมือชื่อโดยทนายผู้ทำคำรับรอง → รับรองนิติกรณ์ที่กรมการกงสุล กระทรวงการต่างประเทศ → รับรองที่สถานทูตของประเทศปลายทาง
เมื่ออนุสัญญามีผลบังคับใช้กับประเทศไทยในวันที่ 28 กุมภาพันธ์ 2570 เอกสารมหาชนของไทยที่ส่งไปยังประเทศภาคี (รวม 130 ประเทศ) จะใช้ใบ Apostille จากกรมการกงสุลเพียงใบเดียว โดยไม่ต้องรับรองที่สถานทูตปลายทางอีก
